The Dual Benefits of Medicaid Waivers
On this subject my mind takes me back to 1992. I was that young idealist who was writing letters constantly to President George H.W. Bush, President-Elect Bill Clinton and then Michigan Governor John Engler about making a statewide Medicaid waiver available in Michigan. Waiver funds were available in Oakland County and a few rural areas but the largest county of the state and the one with the highest poverty rate, Wayne, had not yet made the list.
Finally once Mr. Clinton was inaugurated thousands like me banned together and began writing First Lady Hillary Rodman Clinton and things started to move. By 1996 the waiver was statewide. So what is a waiver?
